My comment regarding reports are directed at you PS on report performance. A ten page report should generate very quickly and well within the default database timeout setting. If this is not the case, there is an issue with the report or there is something else affecting the performance.
As for the licensing issue, this can only be caused by active concurrent connections to the server. Close Atrex on every workstation and confirm that the database administrator shows no connections. Next restart the server then systematically start Atrex on each workstation and watch the sessions add to the server.
PS As you are licensed for Atrex 15, you can upgrade Atrex and with Atrex 15, you have the ability to view the user connections directly from Atrex (Help - System Information, User Connections tab),
