Is there any way to reprint invoices or shipper even if the Sales & Service privileges is turned off to a specific user?

No, there is not. The ability to reprint an invoice or shipper is tied to the ability to create/edit invoices.

One option to work around the functionality as it is designed is to create user defined reports that are accessible to all users. The user would either need to know the invoice number or the search criteria for the reports could include the customer name and the invoice number/date.
